I’m sorry to say I don’t know what you mean by assessing someone raffle tickets. If you mean, force them to take them and sell them, the answer is that I have never heard of any masonic body doing that. Other groups/organizations, yes, but never in Masonry.
Besides that, the Grand Council has no jurisdiction over chapters and lodges; it’s a different part of the York Rite.
