What is the purpose of a so-called Magical Orders purpose of requesting membership fees for signing up as a member of their teachings and initiations? Do the Masons prescribed to this as well?

I cannot speak for the other groups you refer to, but the Masons do have fees associated with them.  Typical fees are the initiation fee and annual dues.  In my lodge, the initiation fee of $200 covers the supplies for the candidates initiation and the first years’ dues.  Annual dues are the primary source of income for most lodges and it is what allows the lodge to keep the lights on, pay its bills and overall general operation.

I don’t really follow you? What Magical Orders are you asking about?

Freemasonry is not “magical” it is “fraternal” and its membership fees are just like the membership fees of any other Club or Society and cover the running costs.

I believe there are two answers here. 

1) The amount paid is for the applicant member “feel they are committing”.  Joining the masons is primarily about personal growth.  A person who sees the amount as an expense, rather than a token investment in their growth, will normally be turned off by the amount, and walk away… 

2) In my town, there are 4 different Mason obediences that I know of.  One of them offers their members “pay magical sums to be promoted quickly”.  This is the kind of scam you want to avoid.  Personal growth doesnt happen magically overnight by spending large sums of money.  I consider them “level 33 apprentices” :-)
